Health Systems Analysis & Strategic Reporting

Eirhub was subcontracted to support the development of the final draft of the National Health System Strategic Report funded by the WHO Ukrainian Office, consolidating technical analyses from multiple contributors. The document was intended for presentation to senior decision-makers and international partners and required a coherent narrative linking reform priorities, financing, service delivery, digitalization, and resilience.

• Synthesized contributions from sectoral experts into a unified report structure aligned with WHO standards.
• Refined all analytical sections (governance, financing, service delivery, human resources, and digital health) into clear, evidence-based messages and visual frameworks.
• Ensured consistency in methodology, terminology, and reference style across the document.
• Edited and formatted the report to meet WHO publication requirements and policy-communication tone.
• Produced a concise executive summary and policy highlights for dissemination to government and donor audiences.

Delivered a publication-ready, fully referenced national strategic report capturing Ukraine’s current health-system transformation and policy trajectory. The internal document now serves as WHO’s key reference in high-level consultations with the Ministry of Health and development partners.
